ADMINISTRATION & ANNOUNCEMENTS

The meeting started informally at 7:08PM and was called to order at 7:45 when a quorum was present.

The minutes were approved as written.

Charlie Collier of St. Paul's United Methodist Church spoke about a new gathering place they have created called `The Lamb's Coffee House'. Its hours are M-F 7-10:30AM, Wed, Thursday and Sunday from 5-10PM and Friday and Saturday from 5-11PM.

The Historic Preservation Society announced its annual kick-off party and tour titled `Living It Up Downtown' for the 4th and 5th of May.

Chris Bishop announced IAF's intent of strengthening families and neighborhoods. Their next assembly is scheduled for May 3rd at 7PM in the Immaculate Conception Church.

Lynwood Best reported that the Community Life Court heard 11 cases on the 24th. One case received fines and 10 were continued.

PROGRAM

An open discussion replaced the usual program for the evening. Morehead Hills, Lynn Kohn, brought her neighborhoods concern about a charter school to the group. A charter school that has a capacity of 600 students plus faculty planned has purchased the original Temple Baptist Church building. They have applied for a minor use permit to continue with their plans. The neighborhood is concerned that the area is not equipped to handle the traffic generated by such a use. The minor use permit has been appealed. Charter schools have more latitude in their organization because of an attempt to avoid some of the problems regular public schools have.

All Board of Adjustments rulings are made on statements of fact that can be backed up. There is, at this time, no criteria for groups to follow who wish to appeal such matters. They are usually forced to debate issues against seasoned attorneys who specialize in

these kinds of cases. It was suggested that INC create a pamphlet that helps groups to adequately present their concerns to various governing bodies on land use, zoning and other issues that directly impact them.

REPORTS

John Dagenhart spoke about the Ward Reorganization Meetings. Five options were created for consideration. Joe and Patrick have endorsed Option #1 that creates three wards. This creates less than 5% deviation in population means. Since we are not heavily influenced by ward designations in Durham John felt the outcome would not heavily impact our current system but would make for more interesting elections.

Adequate Public Facilities Ordinance- This proposal will be coming back from the schools as to whether they want school impact fees.

Bond Issues- INC may wish to consider taking a position on this upcoming question.

311 Status- The current Director indicates understaffing and moral problems that could precipitate a disaster for the department in the future. With current population demands the system is still functioning and in control. Cheryl Sweeney made a motion that was seconded by John Compton that INC studies the 311 system for consideration to implement in Durham. Approval was unanimous. Jennifer Albright also suggested that the 311 system could be implemented in stages as population growth dictated.
